The building unusual because of its size and construction was in the beginning of the secession1) in Memel's old town erected at the "Westlicher Speicherplatz". The branch of the Konigsberg Company Meyhoefer had been started its work in Memel on April 22nd 1919. The offices of the company were in the Marktstraße 13 until they moved into their own new office building on 31.12.1923. The travel agency as well as the Memel representation of the Shipping Company Robert Meyhoefer were located in the first floor. The upper floors were used by The Directorate of the Memel Territory (Direktorium des Memelgebiets). On February 9th 1938 purchased the Directorate this building. Meyhoefer used the offices until 31.12.1938, and moved then into the building of the old "Sparkasse" near the "Börsenbrücke" at Friedrich-Wilhelm-Straße 22a.
Since 1939 the headquarters of the police, also the state police resided here.

1) The secession according to the Versailles Treaty set the Memelland at first under administration of the League of Nations (French mandate). Then the area became annexed 1923 by Lithuania until it returned to the German Reich and became associated to East Prussia again in 1939.
